The default is 3 (it's listed under the settings for the contexts in
the Internals Reference; see for example the entry for VaticanaStaff),
which means 3 half-staff-spaces from the centre line, i.e., the fourth
space on a standard stave.
Depending on how many legered notes you've got, setting
neutral-position to some high value such as 10 should ensure all
custodes stay upright.

This has been discussed several times, but it remains a thorny problem
due to the way most properties are read.
