This link works for me, if you could try another link to an .exe file
maybe you'll encounter a similar problem.

Try this one, too:
http://lilypond.org/download/binaries/mingw/lilypond-2.10.33-1.mingw.exe

Also try to log in as an administrator to execute exe files directly
from the web. Or, choose Save file as normal user, then execute it
other way.
