The to-barline feature is only available in version 2.11 as far as I know.
2. 'to-barline and hairpinToBarline = ##t only seem to work if the 'following' note doesn't have a dynamic mark: \set hairpinToBarline = ##t a1\< | b4\!\f Here the hairpin goes right up to the b4.
Known bug in version 2.10. Works well in 2.11. /Mats
