it would be cool if we could pull this off, that would make \time generic too.

Could you make 3:2 equivalent to #'(3 . 2)? Then
 - you don't need to introduce a new type
 - we could use x:y everywhere instead of the scary (it certainly was for me when I first started with lilypond) #'(x . y)
