Go to www.lilypond.org, click on Download and the link for
MS Windows. This should bring you to the following instructions:
http://lilypond.org/web/download/windows.html.

Note that LilyPond probably is very different from most other
programs you have used in Windows. You'll definitely need to
read the manual, at least the tutorial, before you can expect
to do anything useful. However, you will hopefully be very happy
with the typeset scores once you have passed this threshold.
