I don't understand, are you sure you mean tetex-bin and not
tetex-base? You always have/need tetex-bin, which contains the
binaries. The texmf tree is split in three parts: tetex-base,
tetex-extra, tetex-doc. tetex-tiny is an alternative texmf tree.
Anyway, it seems as if:
1. there was a tetex-bin/tetex-tiny mismatch
2. tetex-tiny has different config files or lacks a config file
3. tetex-tiny lacks a font
how do we find which one it is?
