This is a common question - one thread that discussed this recently was 
"Spreading
staffGroups across page" on Sat, 01 Mar 2003.  You may also want to scan the 
archives for
'page layout'.

1) Lilypond .... things like the Staff.minimumVerticalExtent property, which 
seems to enfore
a minimu space betwen staves in a system.   If I understand how this works, you 
can set this
property any number of times and each takes effect at the current 'note' 
position and goes
back to the beginning of the current system.

2) TeX itself ... things like interscoreline (space between systems), 
textheight (available
print area on page) and linewidth (space across the page)  This I set in the 
\paper block
inside the score.

Since the space between staves in a system and the space between systems on a 
page is not
constant - seems to float to avoid notehead and other object collisions - it is 
difficult to
get the exact values.  I've found I have to play with these to get an 
acceptible output.

This is based on my very limited understanding - I'm sure there will be 
corrections or
expansions, but this might get you started.
