1.5.65 binaries for Windows

Hi,

In the process of slowly, very slowly increasing the pain level, I've
made fresh development binaries available.

This release is special, in that it's based on a fresh packaging and
upgrade of Guile*).  It's tested a bit (lily should run), but there
may be issues wrt dependencies.

If you're installing this Exp[erimental] release, you need to make
sure that you also install:

   libguile14, libintl2

I would appreciate any comments on this.  These packages should be
selected, when you choose to install LilyPond, but maybe you're out of
luck, and you'll have to select them by hand.
   
To install the development version, in the 'Select packages' dialogue,
select Exp(erimental) packages.  In section 'Publishing',
lilypond-1.5.65 should automagically be selected.

*) Guile has not just been repackaged to cause you pain.  This
 packaging of guile-1.5.6-release, will most probably be included in
 the official Cygwin distribution.
