Does anyone know a term for this bar line or practice?

From a music tradition based on older American hymnals, I know this as a "phrase bar."

\bar "."

There are publications that used it mid-measure AND mid-system, see attached PDF. I think it's from <http://www.archive.org/details/philharmoniacollwenger>

If you want more documentation, I can try to find it. Its authority would probably be limited to said music tradition, rather than global state-of-the-art like Elaine Gould's work.
