Broken @ruser links

Hello, I vaguely recall having posted this same concern previously. I 
just noticed that all @ruser links from learning manual are broken in 
all translations.

They produce links in the form


http://lilypond.org/doc/v2.21/Documentation/notation/note-names-in-other-languages

i.e. directly to a file with the name of @unnumberedsubsubsec, which we 
don't generate. They should be in the form


http://lilypond.org/doc/v2.21/Documentation/notation/writing-pitches#note-names-in-other-languages

instead, i.e. @subsection # @unnumberedsubsubsec

English manuals have correct links.
