    build cleanups.

    * Condense config.make.in; remove unused vars.

    * Reduce make style expansion in config.make; this makes interop with
      other build systems easier.

    * Trim dependencies on version.hh

    * Add ALL_CXXFLAGS to link line

    * Remove unused LD autoconf var
