I don't understand the problem. \markuplist (as it is now called rather
than \markuplines) puts the material just butt-to-butt. You need one of
the ...-lines commands to give it actual baseline-skip padding, and then it
would appear to work well.
Lines are normally spaced with a useful \baselineskip value. So this is at
best a documentation issue. But while it is not clear what should be the
problem here, I am marking as invalid.
