We have the documentation of the existing styles
http://www.lilypond.org/doc/v2.19/Documentation/source/Documentation/internals/time_002dsignature_002dinterface
and one example, in passing, of how to use them
http://www.lilypond.org/doc/v2.19/Documentation/learning/style-sheets

We can make a cut-C style (as in issue 3286) by overriding the stencil, as  
in
 http://lsr.di.unimi.it/LSR/Item?id=642
and making a new style is not any easier than making the new stencil,
so we might not need user documentation on how to make a new /style/
