That's not a defect as such: it is common for multiple volumes of one oevre
(like Mozart's piano pieces) to have one common table of contents.

Although true, right now it doesn't work this way.
Look at the attached output from the initial example code (stored in a file named toc-bug.ly, #(set-default-paper-size "a6") is added and the png was cut) The first book has no acces to the toc-items of the second. And the second book returns not a useful output.
So I'd classify it as a real bug.

A clumsy workaround to get table-of-contents for each book is shown in the thread linked to in the initial post.


Nevertheless there are input files that require separate tables of content,
so LilyPond should be prepared to create several different ones.

The extreme case is one multi-volume oevre where each volume has a detailed
table of contents including every movement while the first volume has an
overarching table of contents only including every opus.

Would be nice to have such possiblities.
So this I'd call an enhancement.
