I'd call it a bug and an enhancement:

Although true, right now it doesn't work this way.
Look at the attached output from the initial example code (stored in a file  
named toc-bug.ly, #(set-default-paper-size "a6") is added and the png was  
cut)
The first book has no acces to the toc-items of the second. And the second  
book returns not a useful output.
So I'd classify it as a real bug.

A clumsy workaround to get table-of-contents for each book is shown in the  
thread linked to in the initial post.
