The problem here lies in lily/spanner.cc in Spanner::set_spacing_rods.   
Spacing rods need to be created for all breakable columns spanned by a  
spanner for minimum-length to have any effect in the examples I posted.   
Right now, they are only created for the outermost breakable columns.
