It's not a transposed voice and the rests are not pitched rests.  The  
example is simply 2 voices, and shows how rests in one voice go "off  
raster" when they move to avoid notes in the other voice.  AFAICS, that's  
just wrong.

And allowing composers to put rests in the wrong place is probably wrong  
too.  LilyPond should "do the right thing" automatically.
