The default ("neutral", "0") direction of individual (non-beamed) stems, is
determined only with regard to the "split" position at the center of the
staff (that isn't even tweakable, see issue 2663).
It would be nice if that decision was made more context-aware, for example
when there are only a few adjoining notes not far beyond the "split
threshold". For example, the following snippet should intelligently be
printed only with upwards stems:
