I lean towards considering this kind of "spacing goes completely bonkers"  
as Critical.  Keith, your reaction makes it likely that you consider it a  
regression, but I do see the same basic result in 2.16.2.  So while it's  
bad, it does not seem exactly new.  Which speaks against "Critical".
