You can't solve this automatically via either context properties or events  
(contrary to any previous claims of mine) since something like
\scaleDurations 2/3 << { c''2 c'' c'' } \\ { g' g' g' } >>
is perfectly valid.  In fact, more often than not \scaleDurations will get  
applied to multiple contexts in the case of meter-changing music.  Any  
automatic solution needs to work at the music level, like Pál's proposal to  
extend the music duration type.  Again, this seems like total overkill for  
the Completion engravers.
