Build: perl-less build isn't supported.

Although labelled as optional, perl is required to build the
.pfb font files, which are not included in the tarball. Either
these files should be included in the tarbal, and perl remains
optional, or perl becomes a required dependency. I went with
making perl a requirement, but could be convinced otherwise.
