Reopening this issue since now in

the dots inside of the discant register symbol and the freebass register  
symbol are clearly too high.  The standard bass register symbol, in  
contrast, looks reasonable.

The 2.17.22 version looked better as far as one can tell from the discant  
register symbol snippet.

Reverting as a first measure.
