Well, the \layout { \tabFullNotation } will affect every tab voice and
staff. The question is whether there is a good reason for not putting
_all_ the Tab related overrides at TabStaff level. I don't think we ever
have the situation where a TabVoice appears outside of a TabStaff.
I have the suspicion that the current setup in engraver-init.ly started by
putting every override in TabVoice, then moved everything to TabStaff that
was consulted by a Staff-level engraver. But do we actually need any
overrides to be in TabVoice? Can't we put them all into TabStaff?
