As LilyPond works now, \transposition bes means "from this point forward, a written middle-C sounds as concert B-flat" and \transpose changes written pitches but leaves sounding pitches (that follow \transposition) unchanged. Probably a few people are using the current behavior after finding by trial and error that it works.

It would probably be less confusing if \transpose worked as requested:
 shift /both/ written and sounding pitches the same amount;
 leave the transposition /interval/ unchanged.
The regtest 'quote-transposition.ly' would change in disagreement with its texidoc, but for the better so we should just change the texidoc to match.

It used to be worse. The change log for release 2.3.20 implies that formerly \transpose adjusted the \transposition interval in the *wrong* direction. The bug report is here: <https://lists.gnu.org/archive/html/lilypond-devel/2004-09/msg00300.html> The requested behavior here, leaving the transposition interval unchanged, would also satisfy that bug report.
