The description of context creation in NR 5.1.2 is
misleading and/or confused.  It is certainly confusing.
This should be revised to clearly document the
current behaviour.

The discussion in Issue 1322 is partly relevant,
although the revised documentation should not
take sides in proposing one way of using \new and
\context over another.
