Currently, the footnote block is assembled in page-layout-problem.cc by  
placing footnote text markups in separate lines.  Instead, this should  
happen using a markup (or markup list?) function configured in the paper  
block, receiving the footnote texts as arguments.  One could set it to  
word-wrap-markup or justify-markup or left-column-markup (compatibility!)  
or a user defined markup function.  Of course, the function would have to  
be called for each possible configuration to figure out its vertical size.   
I doubt that this would be a performance problem.
