The fix for issue 2468 caused the page-breaker to overestimate system  
heights.  For example, this is spread across two pages:
  {\repeat unfold 17 {b'8[ r] r2. }}
  \paper {ragged-right = ##t }

An amended fix for issue 2468, still fixing that issue, is at

and it gives clean regression tests.
