Use -Fe with MSVC to specify DLL output filename

This avoids a deprecation warning with current versions of MSVC, and is
documented as supported at least as far back as Visual C 6.0 which was
released in 1998.

We've been successfully using this patch for bootstrapping Xapian releases
since 2017, i.e. for over 6 years. (I sent it to the libtool-patches mailing
list in early 2018 but it seems it fell through the cracks.)
