During the development of GCC and the port to recent Darwin versions, arose a
need to more finely control the selection of install-names of libraries (both
on native compilation and cross-compilation). This was done through the
addition of an option to the GCC version of libtool, namely,
--enable-darwin-at-rpath

I am posting this here, in the spirit of getting feedback and possibly
integrating this feature into libtool.

A more complete description of the background and need for this can be found
at https://gcc.gnu.org/pipermail/gcc-patches/2021-November/584775.html
