Technically it doesn't need a static address, just a domain must resolve
it most of the time (MTAs queue mails which temporarily fail to be
relayed).

This gives more spying opportunities to the ISP only if the other MTA
uses STARTTLS, unsure how common it is.

SPF might be another reason to use a specific server for sending the
mails.  With many big mail providers using RBLs to block all mails sent
From dynamic addresses, wouldn't expect sending from random ISPs to
work.
