[Koha-win32] Too Many Issues...

I've set up the issuing rules... and I get TOO MANY ISSUES when I try to check out a book...

 

HELP... If you have edited a file to fix this PLEASE let me know what file and what I have to change...

 

Or email me a copy of a file that will work... If I can get htis going, I might be able to get more schools online with KOHA...
