[Koha-translate] strings " and ' in translations

Hello,

some strings that have to be translated comes from the javascript part of Koha. In the javascript, those strings where enclosed by " or '. Thus, if your language contains a " or a ', the page won't work anymore (javascript error).

I have updated all templates to have only 1 enclosing tag, the ".

Thus, please consider the following rule : NEVER use " in your translated strings. It will work for standard strings, but will result in a blocking bug if the " is in a javascript part of Koha.
