[Javaweb-submit] taglibdoc offering

Hello I have written a new javadoc like program called
taglibdoc which is part of my taglibtools package.

This is a new command line program licensed under the
GPL. I don't believe there is another program with the
same purpose. taglibdoc generates html documentation
from JSP custom tag library descriptor files.

This is a development tool like javadoc. I would like
it to be part of the GNU project. It would fit nicely
under
"Text creation and manipulation > Documentation tools"
on the GNU Free software directory

Coming soon, I will also write taglibgen to generate
the java class stubs from .tld sources.
