One minor mistake to correct in my last post is:
# cat /srv/sftpjail/etc/jailkit/jk_lsh.ini
[mike]
paths= /usr/bin, /usr/libexec/openssh/
executables= /usr/bin/scp, /usr/libexec/openssh/sftp-server
