Follow-up Comment #1, bug #31107 (project jailkit):
Well this was my fault because I had badly defined symlinks. I.e. I had:
/etc/apache2/mods-enabled/deflate.conf >>
//etc/apache2/mods-available/deflate.conf
instead of:
/etc/apache2/mods-enabled/deflate.conf >>
/etc/apache2/mods-available/deflate.conf
