[Mtools] Mtools-4.0.0 pre1

I've just released mtools-4.0.0-pre1, the first version with full
Unicode support.

To use it, just set your LC_ALL variable to an UTF-8 capable locale, and
go ahead.

DOS codepages are now also handled using the libc's character set
conversion routines, and so most previous codepage-related config
(fucase, tounix, COUNTRY, ...) is gone now, and has been replaced by a
single codepage=xxx option in the drive description. xxx is a 3 digit
codepage identifier (such as 437, 850, ...). If left out, it defaults to
codepage 850.
