release of GNU Ghostscript 9.14.0

Hi,

I'm pleased to announce the long awaited release of GNU Ghostscript
9.14.0

A long time mainly because of a change of license in the project GPL
Ghostscript from Artifex Software : GNU Affero GPL v3

There is of course a lot of changes, new functionalities and bugfixes,
all listed in the history files of the project.
