Thanks for the explanation Larry. Shawn originally posted this question
on the TortoiseCVS newsgroup and he got referred here because the CVSNT
behaviour is different: it doesn't let you remove the file as long as it
is on a tag.
Good to know the reasoning behind the behaviour.
