Name the files you want to branch when you create the tags.
For example,
cvs tag release-bp file1 file2 subdir/file3 ...
: repeat if there are more files
cvs tag -b -rrelease-bp release-branch
Alternatively, remove the tag from the files you don't want to branch.
cvs tag release-bp
cvs tag -d release-bp excluded1 excluded2 subdir/excluded3 ...
: repeat if there are more files to exclude
cvs tag -b -rrelease-bp release-branch
