You assume we know what you are talking about.
CMS == Code Management System (a Digital Equipment Corp product)
CMS == Configuration Management System
There are many content management systems, we have no idea
what question you are really asking.
You may find it useful to read

for an overview of the field.
As to conversion, there are tools to go from SCCS to RCS and you may
use the generated RCS files in your CVS repository.
