Second, it's not possible to do what you want, and even if it was you wouldn't want to do it anyway. Imagine if your project grows to dozens of developers and thousands of files. The work involved in you modifying and committing each file would be impossible to handle.
The correct approach to what you want to do is to make the developers add whatever special comments your organization requires (copyrights or whatever,) and then set up a commitinfo trigger script to verify that the required information is in each file, and fail if it is not.
