In short you are using a GUI that has it's own mechanisms for such
things.
Both WinCVS and TortoiseCVS include (and require) CVSNT command line
client, which does use rcsinfo.
So in other words: use the command line on Linux uses rcsinfo, use the
command line on windows uses rcsinfo, use the command line on Mac OS X
uses rcsinfo, use the command line on insert-your-os-here uses rcsinfo.
