Yes and no. You can do it the "traditional way" and use something like
CVSMailer (which I think is in Perl or Python) or CVSNT now has shared
libraries/plugins that implement common tasks such as e-mail
notification, all you have to do (almost) is switch it on in the control
panel or /etc/cvsnt/Plugins.

Other plugins include Audit and shadow/automatic checkout and there are
commercial plugins for defect tracking (bugzilla) and build management.
