I would recommend Todd's suggestion about sending the email from the server. If you do it through WinCVS, you will have to configure every client. Inevitably someone will turn the email off or forget to set it up on a client by accident and some commits will not be noticed. You also have the problem, if emailing from the client, of email setup issues because that client machine is not properly set up with a usable SMTP server or some because of some network configuration or access issue. Client support is almost always more difficult than support for a central server. And if someone interacts with CVS through the command line or another tool.... You get the picture. May I ask what you are doing with this email? I can't think of a reason to myself and am very interested in new and innovative ways people manage concurrent development. Wincvs is a client, which IIRC happens to be running CVSNT as its cvs engine.
