So local mode works. I uninstalled the local CVSNT and try to do
_something_ on the server. I added the root C:\cvs succesfully on the
server. Yes, it makes c:\cvs the root and fills it with a filled
CVSROOT.

Nothings works after that. Executing Ctrl+L (command line tool?)
commands, Import module etc all the same error: Unable to initialize the
CVS process: Het systeem kan het opgegeven bestand niet vinden. (cant
find file) The CVS used is : cvs.exe

How to do an import?
