cvs server: waiting for userid's lock

Hello,
I'm current running on Linux...
> cvs version
Client: Concurrent Versions System (CVS) 1.11.2 (client/server)
Server: Concurrent Versions System (CVS) 1.11.2 (client/server)
I have a strange problem where I get "cvs server: waiting for userid's lock"
indefinitely. I went to the folder where the raw repository files reside on
the CVS server but there is no cvslock file that starts with # or a comma to
delete.
So I gave up and removed that directory permanently from the repository.
>From the client, I removed my local copy and cvs add that same directory
again. When I cd into that dir and run a cvs command, again I get "cvs
server: waiting for userid's lock" message with the same userid [not mine].
Once again, there's no cvslock file in the repository to delete.
Has anyone had this strange problem before? Any idea how to fix this?
