As far as I can tell, -d only creates new directories *within* the one you update. It doesn't try to create directories *surrounding* the one you update. The documentation on this option is a little misleading, since it just says "Build directories, like checkout does."

It looks like the answer is to do cvs checkout, instead of update.

I have not checked myself, but does the "-d" option for update help
here?
