There can be, because of the way CVS stores its deltas. To get to the tip of a branch, CVS starts with the head of the trunk, applies all deltas back to the branch point, then applies all deltas forward along the branch. If the trunk and/or branch(es) are long, then retrieving a file can be relatively expensive.
