why I can't access the remote respository:/usr/local/cvsrep: no such rep

Hi,
As a local user "beffery",I can access the repository in /usr/local/cvsrep
and it works fine.But when I login from remote,it told me "no such
repository".I really confused to this.This is the steps I take:
-----------AS A LOCAL USER beffery--------------------
$whoami
beffery
$echo $CVSROOT
/usr/local/cvsrep
$netstat -l
Active Internet connections (only servers)
Proto Recv-Q Send-Q Local Address Foreign Address State
tcp 0 0 *:cvspserver *:* LISTEN
tcp 0 0 *:smtp *:* LISTEN
udp 0 0 *:bootpc *:*
Active UNIX domain sockets (only servers)

cvs -d :pserver:address@hidden:/usr/local/cvsrep login

cvs [login aborted]: /usr/local/cvsrep: no such repository
