Many CVS commands need to read the files in $CVSROOT/CVSROOT and processes need write permissions to the val-tags and sometimes the history file. It _is_ possible to take write permissions for the directory and all the files in it away from everyone but root and set write permissions for everybody for only val-tags and the history file if you are using it.
