No, but there are permission that IS setup in this server, so only some
machine access to cvs repository,  
If I run  from my machine:

D:\ch08>rsh myhost date
Thu Feb 14 17:26:21 CST 2002

So that indicate that the rsh is correct setup, but I don't know what's is
the deal with cvs.
